Fulcrum Care’s Managing Director Responds to CQC Reviews and Key Recommendations

Becky Garnett-Buchma, Managing Director of Fulcrum Care, has responded to the publication of two significant reports concerning the Care Quality Commission (CQC): the review of the Single Assessment Framework (SAF) and the Dash Review on the effectiveness of the CQC. As a leading expert in supporting care homes across the UK, Becky provided insight into the recommendations and their potential impact on care providers.

“These reports are a pivotal moment for the care sector,” Becky commented. “The recommendations, particularly around restructuring the CQC to reintroduce sector-based inspection directorates, are not only timely but essential. For too long, the lack of continuity between inspection teams and providers has created gaps in understanding and support, which this reform aims to address.”

Becky welcomed the proposed simplification of the Single Assessment Framework, which she believes will remove much of the confusion providers have faced. “The current framework, with its overly complex scoring system and evidence categories, has been a source of frustration for both inspectors and providers,” Becky remarked. “Simplifying it will give care providers a clearer understanding of what is expected and streamline the inspection process reducing duplication.”

Becky also highlighted the importance of rebuilding relationships between inspection staff and care providers: “The call to reinstate regular communication between experienced inspectors and care homes is crucial. It’s a step towards creating an inspection environment that is supportive and constructive, rather than one that feels detached or punitive. Providers have been asking for this level of sector-specific guidance and feedback for years.”

On the subject of peer review, Becky was also positive: “The introduction of more peer review into the inspection process is a move we fully support. By working alongside fellow professionals who understand the daily challenges of the sector, we can ensure that the standards being applied are both fair and realistic.”

Looking ahead, Becky expressed optimism about the leadership of the new CQC Chief Executive, Sir Julian Hartley, and the changes already being set in motion. “These reforms offer a real opportunity for the CQC to rebuild trust with care providers, and we at Fulcrum Care are committed to helping our clients navigate these changes. We’ll be working closely with care homes to ensure they understand how these updates will affect their compliance and day-to-day operations.”

However, Becky also recognised the challenges that lie ahead. “While these recommendations are a step in the right direction, the true test will be in the implementation. It’s vital that the CQC works hand in hand with providers, sharing responsibility for improvement rather than simply setting new standards and expecting instant results.”
