Case Study Overview

Buckland Care engaged Fulcrum Care to undertake a comprehensive CQC Readiness Review across two of its residential services. The objective was to gain an independent view of the organisation’s current regulatory readiness while identifying opportunities to strengthen governance, documentation and overall service quality ahead of future CQC inspections.

The leadership team wanted an experienced external perspective that could provide a rigorous assessment of operational practices while supporting staff through the process in a constructive and practical way.

Fulcrum worked closely with the management teams to review key areas of the services including governance systems, training oversight, care documentation, operational processes and overall compliance with regulatory expectations. Through a combination of detailed documentation reviews, on-site mock inspections and structured feedback sessions, the review identified both areas of strong practice and opportunities for improvement.

The programme focused on providing clear and practical recommendations while supporting staff to strengthen systems, improve oversight and prepare confidently for future regulatory inspections. By working collaboratively with the service leadership teams, Fulcrum helped ensure the review process strengthened operational resilience while maintaining a positive and supportive environment for staff.

The Approach

Fulcrum Care delivered a structured CQC readiness review combining regulatory expertise, operational insight and practical consultancy support.

The work was delivered in three structured phases:

1. Pre-Inspection Analysis

An initial review examined key service information including previous CQC inspection reports, internal audits, complaints, safeguarding records and incident history. An introductory discussion with the Registered Manager and leadership team helped establish the context of the service and identify priority areas for review.

2. On-Site Mock Inspection

Each residential service underwent a full two-day on-site mock inspection conducted by a senior Fulcrum consultant. The review mirrored the structure of a CQC inspection and included a detailed assessment of care documentation, training records, governance systems, safeguarding processes and care delivery practices. Observations of day-to-day service delivery and interviews with key staff members provided additional insight into leadership, staff knowledge and service culture.

3. Assurance and Improvement Planning

Following the on-site review, Fulcrum produced a detailed written report outlining RAG-rated findings, priority recommendations and practical actions for improvement. The report provided leadership teams with a clear overview of their current compliance position and a roadmap for strengthening governance, documentation and operational oversight ahead of future inspections.

The Result

Through a structured and collaborative review process, Buckland Care gained valuable insight into the current performance and regulatory readiness of its services. The mock inspections helped identify opportunities to strengthen compliance while reinforcing good practice already in place across the homes.
